In some countries, even the police is not allowed to mail photos of drivers and passengers with, e.g., a speeding ticket. Paparazzi often operate at the brink of getting sued. How come, such carspotters get away with their pictures?

I have taken such photo's of cars myself for some years and as long as the owners notices that a 'spotter' genuinely interested in a car, they don't mind that their car is being photographed.
As long as a spotter stops taking pictures when the owers ask them to, they won't get into trouble.

And most of the owners don't mind that their car is being photographed. The majority thinks it's fun and just start a conversation with the spotter.
