      Chopster may be referring to goods in transit in the EU: http://www.export-training.co.uk/glo...T1_Status.html

      T1 Status goods are goods that are imported into the Customs territory of
      the EU on which import duties and VAT have not been paid.

      T2 Status goods are goods, which can freely circulate within the EU.

          It sure sounds that way if the item stays within in the EU. However, I understand that goods which are sold for export or services which are sold to customers abroad are normally not subject to VAT.

              That's correct, "abroad" would be outside the EU according to, "For the purpose of exports between the Community and non-member countries, no VAT is charged on the transaction...."http://ec.europa.eu/taxation_customs...ts_and_exports
